About this opportunity

The Utah Division of Forestry, Fire & State Lands is procuring a specialized marsh vegetation management system through a sole-source procurement process. The primary procurement item is a Marsh Master MM-2MX-KC amphibious track machine manufactured by Coast Machinery, LLC, with a comprehensive set of specialized attachments. The equipment specifications include an aluminum amphibious track machine with 1 psi ground pressure, 38.5" ground clearance, a 74 HP turbo diesel engine, and dual hydrostatic transmission. Accompanying implements include a hydraulic rotary cutter, roller chopper, deck-mounted herbicide sprayer, vegetation blade, ditcher attachment, and a fire suppression system with 55-gallon internal water tanks and hydraulic self-priming water pump. The procurement also includes a galvanized XL tilt deck trailer with 14,000 lbs GVWR and 10,000 lbs payload capacity. The contract opportunity was posted on August 18, 2025, with a response deadline of August 25, 2025, and the equipment is to be delivered to Farmington Bay WMA in Farmington, Utah.

The procurement is a non-competitive, sole-source award based on Coast Machinery, LLC being the exclusive manufacturer and distributor of Marsh Master wetland track machines with specific proprietary components. No specific set-aside designations or restrictions on responding organizations were identified in the documentation. Market research confirmed that alternative vendors like Wilco Manufacturing and Wetland Equipment Company cannot meet the required specifications for ground clearance, weight carrying capabilities, and specialized track systems. The total estimated contract value is $300,770.50, with an additional $7,000 for freight costs, resulting in a total procurement amount of $307,770.50. The procurement will be executed through a purchase order rather than a formal agency contract, with payment terms of Net 30 Days and an estimated delivery lead time of approximately 6 months after order receipt. The procurement unit justified the sole-source award based on the unique technical capabilities of the Marsh Master system and the vendor's proven track record of exceptional build quality and customer support.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
