About this opportunity

The South Carolina Department of Transportation (SCDOT) is soliciting bids on a new 0.9880-mile multipurpose trail on Gray Rock Road in York County, with bids due September 9, 2026 at 2:00 PM. This is a federal-aid highway construction project subject to Davis-Bacon prevailing wage requirements and SCDOT prequalification.

The scope encompasses site clearing and grubbing, utility relocation (water lines), pavement removal and replacement, excavation, grading, asphalt paving, drainage structures, retaining walls, pedestrian infrastructure (ramps and sidewalks), erosion control, and installation of a prefabricated steel pedestrian bridge. The contract includes approximately 100+ line items ranging from 8 linear feet of concrete curb to 7,900 square yards of fine grading and 5,850 square yards of graded aggregate base course. Project completion is May 31, 2028.

Contractors must be prequalified by SCDOT prior to bid submission. Utility work under Section 105 requires use of a prequalified utility contractor; preferred contractors for water relocation are Messer Construction, Good Construction, and Turner Murphy Construction for both Riverview Community Water and Tega Cay Water systems. Contractors seeking to add new utility subcontractors must submit a completed Utility Subcontractor Approval Form signed by the utility owner no later than seven days before the letting.

The DBE goal is 0.00%. Bid bonds equal to 5% of the approximate bid amount, executed on SCDOT Form 674, must accompany electronic bids submitted through the BidX platform. Proposal bid forms and construction documents are available through the Bid Express website and SCDOT Construction Extranet as of August 9, 2026. SCDOT reserves the right to reject any or all proposals and waive technicalities. All proposals must comply with Title VI of the Civil Rights Act of 1964, the Work Hours and Safety Act of 1962, the Fair Labor Standards Act, and equal employment opportunity requirements.
