About this file
This is a Notice to Contractors issued by the South Carolina Department of Transportation (SCDOT) for a federal-aid highway construction project. The project involves construction of a new 0.9880-mile multipurpose trail on Gray Rock Road in York County, South Carolina. Work consists of site clearing and grubbing, utility relocation (water lines), pavement removal and replacement, excavation, grading, asphalt paving, drainage structures, retaining walls, pedestrian infrastructure including ramps and sidewalks, erosion control measures, and installation of a prefabricated steel pedestrian bridge. The contract includes approximately 100+ line items with quantities ranging from minor work (such as 8 linear feet of concrete curb) to substantial quantities (such as 7,900 square yards of fine grading and 5,850 square yards of graded aggregate base course). Electronic bids will be publicly opened on September 9, 2026 at 2:00 PM at SCDOT Headquarters in Columbia, South Carolina. Proposal bid forms and construction documents became available on August 9, 2026 through the Bid Express website and SCDOT Construction Extranet. The project completion date is May 31, 2028.
Bids must be accompanied by a bid bond equal to 5% of the approximate bid amount, properly executed on SCDOT Form 674 and submitted electronically through the BidX platform. This federal-aid project is subject to Davis-Bacon prevailing wage requirements, and the contract carries a 0.00% Disadvantaged Business Enterprise (DBE) goal. The project is funded federally and requires contractors to be prequalified by SCDOT before submitting bids. Utility work under Section 105 requires use of a prequalified utility contractor; preferred contractors for water relocation include Messer Construction, Good Construction, and Turner Murphy Construction for both Riverview Community Water and Tega Cay Water systems. Contractors seeking to add new utility subcontractors must submit a completed Utility Subcontractor Approval Form signed by the utility owner no later than seven days prior to the letting. SCDOT reserves the right to reject any or all proposals and waive technicalities. All proposals must comply with federal and state statutes, including Title VI of the Civil Rights Act of 1964, the Work Hours and Safety Act of 1962, the Fair Labor Standards Act, and equal employment opportunity requirements.
