Paragraph 1:

The Pike County Board of Commissioners is seeking a qualified consulting firm to assist in the design, engineering, and project management services necessary to create a Master Plan for a new 238+/- acre mixed-use business park in Zebulon, Georgia. The selected firm will work with the County, City of Zebulon, Georgia Power/Atlanta Gas Light, the State of Georgia, and other stakeholders to conduct a visioning process, prepare environmental studies, develop preliminary engineering and cost estimates, prepare build-out scenarios, provide permitting services, and offer construction coordination/owners representation for the first phase of the project. Key qualifications include expertise in master planning for industrial/business parks, as well as experience working with regulatory agencies and fostering partnerships to support development. Proposals are due by March 1, 2024, with the County aiming to select a preferred candidate by March 8, 2024, and finalize the scope of work, schedule, and budget by March 11-12, 2024.

Paragraph 2:

The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond. However, the County aims to replicate the success of its existing business parks by attracting new small and medium-sized businesses to the new park, which will also accommodate a new government complex. There is no information provided on any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The RFQ does not specify a listed budget range, but indicates that the selected firm will be expected to enter into a cost reimbursement professional services agreement with Pike County.
