About this opportunity
The Consolidated School District of New Britain is procuring painting services for the auto shop facility at New Britain High School located at 110 Mill Street, New Britain, Connecticut 06051 through an Invitation to Bid (ITB) process with solicitation number 33259. The scope of work includes applying two coats of PPG 6-725xi Speed Hide Acrylic Dry Fall black paint to the ceiling, two coats of PPG 16-1510 PPG Pitt-Glaze WB water-based epoxy to walls and room structures, painting a chain link fence black, and applying a DuraFlex Hibriflex floor coating system with solid color to be determined, along with comprehensive preparation activities including masking, equipment protection, and final cleanup. Qualified contractors must demonstrate experience with public school projects, possess the ability to meet the aggressive project schedule, and provide evidence of financial capability to deliver the work. The district will award the contract to the lowest responsible bidder, considering contractor qualifications and experience, scheduling capability, and total project cost. The bid period runs from October 30, 2025 at 7:00 AM EDT through November 14, 2025 at 10:00 AM EST, with a mandatory walk-through scheduled for November 3, 2025 at 9:00 AM; attendance at the walk-through is required to qualify for the bid process. Written questions or requests for interpretation must be submitted to Robert Smedley at Smedley@csdnb.org by November 10, 2025, and sealed bids are due November 14, 2025 at 10:00 AM at 250 John Downey Drive, New Britain, Connecticut 06051. Work is scheduled to commence December 15, 2025, with substantial completion required by January 6, 2026, and a daily penalty of $500 per calendar day applies for delays beyond the completion deadline; no work is permitted on December 24, 25, 26, or January 1, 2026, and work hours are limited to Monday through Friday 7:00 AM to 10:00 PM and Saturday 7:00 AM to 3:00 PM.
The district has not identified any set-aside designations or restrictions limiting contractor eligibility based on disadvantaged enterprise status, size, or organizational type; all vendors are eligible to respond. However, successful bidders must comply with prevailing wage requirements under Federal Davis-Bacon wages if the project exceeds $100,000 and must demonstrate compliance with immigration laws, non-discrimination requirements, and Connecticut General Statutes Section 4a-60a regarding equal employment opportunities and affirmative action. The contractor must maintain comprehensive insurance coverage including general liability of $1,000,000 per occurrence with $2,000,000 general aggregate, auto liability of $1,000,000 combined single limit, professional liability of $1,000,000 per occurrence and aggregate, and umbrella coverage of $1,000,000 per occurrence and aggregate, in addition to workers' compensation insurance compliant with statutory limits. Payment and performance bonds are required under Connecticut's Little Miller Act for public works projects exceeding $100,000. The solicitation does not disclose the estimated total contract value or budget range, and no incumbent vendors or existing infrastructure integration requirements are identified in the bid documents. All proposals must remain valid for 60 days following the bid opening, and the successful bidder must provide a completed W-9 form prior to contract execution.
