About this opportunity

The City of Raleigh, North Carolina, through the Raleigh Water Department, is requesting qualifications for evaluation and design services for natural gas back-up power generators at the Neuse River Resource Recovery Facility (NRRRF), with proposals due October 27, 2026, at 2:00 PM EST and a mandatory pre-submittal conference on October 5, 2026, at 9:00 AM. This procurement is issued under North Carolina General Statute Chapter 143 Article 3D (the Mini-Brooks Act), which means price is not a determining factor in vendor selection; the City will negotiate with the most qualified firm.

The scope covers evaluation and design services to assess and implement two natural gas-fueled generator units at NRRRF, located at 8500 Battle Bridge Road, Raleigh, with the goal of diversifying fuel sources for backup electrical power generation. The initial contract covers the evaluation phase only; the City will determine which option to pursue and negotiate a separate detailed design budget with the selected firm following completion of evaluation work.

Evaluation criteria are project understanding (25%), project approach (25%), team firm experience and qualifications (25%), corporate background and experience (20%), and format and responsiveness (5%). Proposers must submit corporate background with three references from work completed in the past five years, detailed project understanding and approach, and team qualifications with resumes and organizational charts. Hourly rate schedules must be submitted in a separate sealed envelope.

Required insurance includes commercial general liability of $1 million per occurrence and professional liability coverage of $1 million per claim. Awardees must comply with federal and state procurement standards, E-Verify requirements, and Iran and Israel divestment certifications. All qualification packages become City property and are subject to North Carolina public records law. The written question deadline is October 13, 2026, with City responses anticipated by October 20, 2026.
