About this file
This Addendum No. 1, issued October 8, 2026, by the City of Raleigh's Direct Water Department, modifies the Request for Qualifications (RFQ) #274-NNG for evaluation and design services related to natural gas back-up power generators at the Neuse River Resource Recovery Facility (NRRRF). The project involves assessment and preliminary design of two 2.5 MW, 4160V natural gas-fueled generator units intended to provide backup electrical power at the facility. Proposers must submit qualifications packages by October 27, 2026, at 2:00 PM EST. The evaluation phase is scheduled to be completed within six months from contract execution. A mandatory pre-submittal conference was held on October 5, 2026, at 9:00 AM. Upon completion of the evaluation phase, the City will negotiate a separate scope and fee for the design and construction phase with the selected firm.
This addendum establishes specific submittal requirements, including a maximum of 20 pages for qualification packages (excluding a one-page cover letter and one 11x17" illustrative map), with minimum 10-point font and 8.5x11" page dimensions. Resumes and all content count toward the page limit. The addendum eliminates the requirement for sealed envelope submission of Hourly Rate Schedules (Appendix I), instead requiring their inclusion within the email submittal. Additionally, the addendum introduces a new Reference Questionnaire Form (Appendix III) requiring proposers to submit a minimum of three business references from work completed in the past five years, with references submitting completed forms directly to Dan Williams (dan.williams@raleighnc.gov) by October 29, 2026, at 2:00 PM ET. The reference questionnaire evaluates contractor knowledge and expertise, flexibility, quality of deliverables, staff interaction, principal representatives, service satisfaction, and overall recommendation for future engagement.
