About this opportunity

The State of Maryland Department of Human Services, Office of Technology for Human Services, is conducting a secondary competitive procurement for Network Refresh CISCO equipment and associated services under solicitation number OTHS-OTHS-26-068-H. The procurement seeks the acquisition of 218 modern Cisco network communication equipment units to replace end-of-life equipment, including all necessary physical stacking cables and power cords. This Purchase Order Request for Proposals (PORFP) was issued on April 21, 2026, with a questions deadline of April 27, 2026, at 2:00 P.M. EST and an original proposal due date of April 30, 2026, at 2:00 P.M. EST, which has been extended via Amendment No. 1 to May 1, 2026, at 4:00 P.M. EST. The place of performance is located at 25 S. Charles Street, Baltimore, Maryland 21201. Eligible bidders must provide a manufacturer's Letter of Authorization confirming authorization as a Cisco reseller, screenshots of the Manufacturer's Suggested Retail Price (MSRP), estimated ship dates and lead times, and a Mercury Affidavit if applicable. All pricing must remain valid for at least 90 days following the bid due date, and bidders must supply new and unused equipment with no restocking fees for damaged or incorrectly shipped items. Award will be made to the responsive and responsible contractor providing the most advantageous offer based primarily on price, with payment invoicing required within 30 days of acceptance for one-time pricing items and annually for annual pricing items.

This secondary competition is designated as a Small Business Reserve (SBR) procurement and is exclusively limited to Master Contractors currently holding an award under the Hardware and Associated Equipment and Services 2012 master contract (Contract No. 060B2490022). Only certified small business vendors who are current Master Contractors under this existing contract are eligible to submit proposals, and a current Master Contractor may submit a Letter of Authorization (LOA) with their bid for consideration of award. No budget range or award value is specified in the available procurement documents. The procurement includes specific compliance requirements pursuant to COMAR 21.06.09.01 and .02 regarding proper invoicing standards, and the State reserves the right to purchase more or less than the specified quantities based on available funding. Bidders who choose not to submit a proposal are encouraged to submit feedback through the State of Maryland Vendor Response Form to assist the State in identifying systemic procurement issues and refining future solicitation practices.
