About this file
This is a State of Maryland Vendor Response Form designed to gather feedback from vendors who have chosen not to submit a proposal in response to a solicitation for Network Refresh CISCO equipment and services for fiscal year 2026. The form serves as a quality improvement tool for the State of Maryland's procurement process, allowing non-bidding vendors to provide insights into their decision-making process. The solicitation is designated as a Small Business Reserve (SBR) procurement and is limited to Master Contractors who hold current awards under the Hardware and Associated Equipment and Services 2012 contract (Contract No. 060B2490022). Only eligible Master Contractors may submit bids, with the option to include a Letter of Authorization (LOA) with their proposal for award consideration.
The vendor response form provides vendors with a standardized list of reasons for non-participation, including other business commitments, lack of relevant experience, unclear or overly restrictive specifications, insufficient capacity, competitive disadvantages, inadequate proposal timelines, unreasonable or risky proposal requirements, prior unsatisfactory State of Maryland contract experience, and other reasons. Vendors are required to provide their Master Contractor name, contact person, phone number, address, and date of submission, with a remarks section available for additional comments or concerns. This mechanism enables the State to identify systemic issues with solicitations and refine future procurement practices accordingly.
