Proposers must have a minimum of five years of network cabling experience, employ at least one BICSI Registered Communications Distribution Designer, and maintain a local service facility within 50 miles of TCCD's Trinity River Campus. The RFP requires electronic submission through the Bonfire platform by 2:00 PM Central Time on August 12, 2025, with a contract term of at least three years and potential two-year renewals. Evaluation criteria will be weighted as follows: 30% cost, 25% meeting district needs, 25% scope of work relevance, and 20% supplier reputation and service quality. The total project is estimated at $150,000, covering services from July 18, 2025, to August 12, 2025.
The solicitation strongly encourages participation from Historically Underutilized Businesses (HUBs), with statewide HUB goals ranging from 11.2% to 32.9% depending on the procurement category. For contracts of $50,000 or more, bidders must comply with HUB participation goals and submit a HUB Affidavit Statement, HUB Utilization Form, and Good Faith Effort Form. Vendors must provide comprehensive insurance coverage, including $1,000,000 in Commercial General Liability, $500,000 in Automobile Liability, and statutory Workers' Compensation limits, with all insurance companies rated A or better by A.M. Best's Rating Guide. Additional compliance requirements include completing a Certificate of Interested Parties (Form 1295) through the Texas Ethics Commission and adhering to state regulations prohibiting contracting with certain entities. The procurement allows for flexible service deployment with unit rates for various technical interventions, supporting the college district's infrastructure upgrade and maintenance needs.
