About this opportunity

Sacramento County is conducting a Request for Bid (RFB #2023-RFB-0206) for NetMotion License Renewal, seeking to purchase renewal licenses for 1,790 NetMotion Complete Platform licenses. The procurement spans multiple jurisdictions, including Sacramento County and San Francisco City, with an initial contract term from August 1, 2023 to July 31, 2024, and potential for four additional one-year extensions. The NetMotion Complete Platform provides comprehensive software solutions including a software-defined perimeter, enterprise VPN, and experience monitoring capabilities, representing a conversion from perpetual to comprehensive licensing. The solicitation requires electronic submission through the ProcureNow platform, with all questions to be submitted via OpenGov no later than 4:00 PM PST on June 21, 2023, and final responses due by July 7, 2023 at 4:00 PM. Bidders must complete various compliance forms, including non-collusion affidavits and contractor certifications, and acknowledge the county's environmentally preferable purchasing and web accessibility policies.

The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. The bid includes extensive security supplemental terms and conditions covering critical cybersecurity provisions such as data ownership and breach notifications. While no specific budget range is explicitly stated, the procurement involves 1,790 licenses for the NetMotion Complete Platform, suggesting a potentially significant contract value. The county reserves the right to not award the contract, providing flexibility in the procurement process. The solicitation indicates that additional NetMotion licenses may be ordered in the future using the pricing established in this Request for Bid. Vendors will need to demonstrate compliance with technical specifications, security requirements, and provide comprehensive licensing for the NetMotion platform's full range of features, including security, visibility, and connectivity use cases.
