About this opportunity
The City of Pasadena Public Health Department (PPHD) is seeking a professional consultant to conduct a Neighborhood Coyote Assessment Report for up to four neighborhoods experiencing heightened coyote-related community concerns. The primary objective is to complete a professional assessment of coyote behavior, identifying specific actions for community members and city officials to address potential human-coyote conflicts. The selected vendor will be required to conduct comprehensive field studies in neighborhoods with up to 30 residential or commercial parcels, focusing on documenting coyote behavior, assessing population characteristics, identifying food sources and attractants, and producing a detailed report with recommended mitigation strategies. Evaluation criteria will be point-based, with 35% allocated to relevant experience, 30% to the proposed solution, 30% to cost proposal, and 5% for local Pasadena business preference. Key requirements include applying the Pasadena Urban Wildlife Management Coyote Behavior Classification, engaging stakeholders including city staff, Pasadena Humane, residents, and business owners, and developing communication strategies to minimize human-coyote interactions. Proposal submissions are due by 3:00 pm on Tuesday, September 3, 2024, with questions accepted until Monday, August 26, 2024. The contract period will run from September 9, 2024, to June 30, 2025.
Vendors must have a minimum of five years of experience providing similar wildlife management services and will be required to obtain a Pasadena business license and comply with local living wage and minimum wage ordinances. While no specific set-aside designations are explicitly mentioned, the solicitation indicates a preference for local Pasadena businesses through the evaluation criteria. Insurance requirements include a minimum of $2,000,000 in Commercial General Liability coverage. Proposers must complete various mandatory forms, including a Unique Entity Identifier (UEI) from SAM.gov, Relevant Experience Form, and Disclosure of Lobbying Activities. Vendors will need to provide comprehensive documentation including team member details, resumes, project timeline, and a detailed cost breakdown. The technical requirements suggest potential integration with the City's existing technological infrastructure, with a thorough pre-deployment certification process. While a specific budget range is not disclosed, the project scope suggests a moderate-sized contract for professional wildlife management consulting services focused on urban wildlife interaction mitigation.
