About this opportunity

Colorado Department of Human Services is pursuing a sole-source procurement of software and subscription services for the National Electronic Interstate Compact Enterprise (NEICE) from the American Public Human Services Association (APHSA), acting as Secretariat for the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC), with responses due November 5, 2026. The sole-source justification rests on Section 471.25 of the Family First Prevention Services Act of 2018, which requires all states to implement an electronic interstate case-processing system by 2027. The request states that NEICE is the only system currently meeting these statutory requirements, and market research through the Federal Administration for Children and Families' website and other sources found no alternative vendors offering comparable interstate child welfare record sharing.

NEICE securely exchanges the data and documents required by the Interstate Compact on the Placement of Children (ICPC) to place children across state lines. Colorado will integrate the system with its Trails system. The procurement includes a Data Sharing Agreement (Exhibit B), reviewed and approved by OIT and DPA. Forty-six states, Washington D.C., and the U.S. Virgin Islands currently use NEICE.

The request amends existing agreement CMS 178443 to add one year of service, covering calendar year 2027 (January 1, 2027 through December 31, 2027). The total cost is $32,825.00, and the document states that Colorado's annual rate is consistent with rates paid by other participating jurisdictions. Child Welfare requesters Philip McEwen and Nicole Drake submitted the request.
