About this file
This is a Sole Source Request Form submitted by the Colorado Department of Human Services for the procurement of software and subscription services for the National Electronic Interstate Compact Enterprise (NEICE) from the American Public Human Services Association (APHSA), acting as Secretariat for the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC). The NEICE system facilitates secure exchange of data and documents required by the Interstate Compact on the Placement of Children (ICPC) to place children across state lines and will eventually be integrated with Colorado's Trails system. The contract term is Calendar Year 2027 (January 1, 2027 through December 31, 2027), with requesters Philip McEwen and Nicole Drake from Child Welfare identified as the submitters.
The total cost for this sole source procurement is $32,825.00. The justification for sole source procurement is based on federal mandate under Section 471.25 of the Family First Prevention Services Act of 2018, which requires all states to implement an electronic interstate case-processing system by 2027, with NEICE confirmed as the only system currently meeting these statutory requirements. Market research through the Federal Administration for Children and Families' website and other sources confirmed no alternative vendors provide comparable systems for interstate child welfare record sharing. Colorado's annual rate is documented as consistent with rates paid by other participating jurisdictions, with 46 states, Washington D.C., and the U.S. Virgin Islands currently utilizing NEICE. The procurement includes a Data Sharing Agreement (Exhibit B) that has been reviewed and approved by OIT and DPA. This request represents an amendment to add an additional year of service to an existing agreement (CMS 178443).

Sole Source Request Form C.R.S. 24-103-205 Department of Human Services Revised March 2023
Instructions:
1) Download and fill out this form.
2) Submit an eForm for a “New Purchase” with this form attached. The eForm routes through normal approvals, up to a Deputy Executive Director, then to procurement for approval.
If this request is approved and requires a PO, create an RQS and procurement will issue a PO. If this request is approved and requires a contract, submit a separate “Create/Modify Contract” eForm and RQS following the standard process.
Form:
1) Submitter or Requester Name: Philip McEwen / Nicole Drake, Child Welfare
2) Program: National Electronic Interstate Compact Enterprise (NEICE)
3) Vendor Name: American Public Human Services Association (APHSA), acting as Secretariat for the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC)
4) Total Cost: $32,825.00
5) Contract or PO Term: Calander Year 2026 (1/1/2027 – 12/31/2027)
6) Describe the goods/services needed:
National Electronic Interstate Compact Enterprise (or NEICE) is a software/subscription that assists with quickly and securely exchanging data and documents required by the Interstate Compact on the Placement of Children (ICPC) to place children across state lines. NEICE will eventually be integrated with Colorado’s current Trails system and allow Colorado to participate in a national electronic interstate system for processing ICPC cases. NEICE is operated by the American Public Human Services Association (APHSA) and its affiliate, the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC).
7) Explain why this is the only good/service that can reasonably meet the Department’s needs:
The National Electronic Interstate Compact Enterprise (NEICE) was developed and managed by APHSA through Grant #90XA0151 from the U.S. Administration for Children and Families' Children’s Bureau to help states share Interstate Compact on the Placement of Children (ICPC) data. Under Section 471.25 of the Family First Prevention Services Act of 2018, all states are mandated to implement an electronic interstate case-processing system by 2027 to ensure orderly and timely child placements. As of 2025, market research confirms NEICE is the only system meeting these statutory requirements, with 47 states currently using either full platform integration or the NEICE Secure Document Portal.
8) Explain why and how you know that only this vendor can provide this good/service:
Market research through the Federal Government’s Administration for Children’s and Family’s website as well as other websites including the National Council for Adoption, and other internet searches to find suitable alternatives. No other vendor currently has a system in place to allow interstate Child Welfare record sharing as defined by the Family First Act of 2018.
9) Explain why and how you know that the prices/rates are fair and reasonable:
States pay annual rates. Currently 46 states, Washington D.C. and the U.S. Virgin Islands participate in NEICE. Colorado’s quoted rate is in line with others and is in line with previously paid rates. All 50 state, Washing DC and the U.S. Virgin Islands (52 total ICPC jurisdictions) are required by federal law to fully transition to an electronic case-processing system by 2027. NEICE is the only system that satisfies this requirement available.
10) Is there any other information needed to consider this sole source request?
There is also a Data Sharing Agreement incorporated into this agreement as Exhibit B of the original agreement (CMS 178443). OIT and DPA have all reviewed and approved these exhibits each year they are renewed. This amendment services to add an additional year of service.
By completing and submitting this form, you are certifying that you have no conflicts of interest related to this request and that there is only one good/service that can reasonably meet the Department’s needs and this is the only vendor who can provide that good/service.
**If this request is over $100k, procurement will post notification on VSS. No action from the vendor is needed in VSS.
