About this opportunity
The state of Oregon, through the Oregon Military Department, Office of Emergency Management (OEM), is seeking a contractor or company to develop 24 individual animated videos of 15-30 seconds each on disaster preparedness for the "Be 2 Weeks Ready" program. The animations must be translated into Spanish and have closed captions. The consultant must have experience with motion graphics, developing graphics and branding for disaster preparedness, personalizing messaging, and creating culturally inclusive programming. The project must be completed by June 30, 2022, and the maximum, not-to-exceed compensation is $10,000. Proposals will be evaluated based on technical and organizational criteria to determine the "Best Value" for the State. A voluntary pre-proposal conference will be held on February 4, 2022, and proposals are due by 1:00 PM PST on February 17, 2022.
The completed animations will be held under Creative Commons licenses, allowing for customization and reuse by others. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. The current contract has a maximum, not-to-exceed value of $10,000, and the State reserves the right to amend the contract timeline if there are any delays, but the contract cost will remain the same.
