About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) issued an Invitation to Bid (ITB) for the Nehalem Hatchery - Pond Repairs project, located in Tillamook County, Oregon. The procurement seeks a contractor to complete comprehensive repairs to rearing ponds 12-20, with the primary objectives of making the ponds watertight and safer for fish rearing. Specific work includes removing and repouring sections of concrete slabs and walls, and injecting chemical grout to fill voids and waterproof pond exteriors. Key deliverables require the selected contractor to provide all necessary labor, materials, transportation, equipment, permits, and services to complete the project. A mandatory pre-bid conference was held on September 26, 2023, with bid submissions due by October 5, 2023, at 3:00 pm PST. The project has strict completion timelines, requiring substantial completion by October 13, 2023, and final completion by October 31, 2023, with liquidated damages of $500 per day for late completion. Evaluation criteria include lowest responsive bid from a responsible bidder, with contractors required to submit references for comparable projects and demonstrate project supervisor qualifications.
The ITB includes preferences for certified disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses. Bidders must provide first-tier subcontractor disclosures and meet specific bonding and insurance requirements. The estimated project budget is $218,000, funded by State of Oregon funds. Two bidders participated in the solicitation: Molecular Inc. of Longview, Washington, with a bid of $157,816.25, and Monson Inc. with a bid of $162,522.00. Following bid evaluation, ODFW issued a Notice of Intent to Award to Molecular Inc. as the lowest responsive and responsible bidder. The contract will be governed by Oregon's public contracting laws and the State of Oregon General Conditions for Public Improvement Contracts. Successful contractors must demonstrate expertise in concrete repair, grouting techniques, and hatchery infrastructure maintenance.
