About this opportunity

Clark County, Washington is requesting proposals for architectural and engineering services to support design and permitting of the NE Allworth Road Rock Creek Crossing Improvements project, with proposals due October 7, 2026 at 11:00 a.m. This is a qualifications-based selection; proposers must not submit cost or pricing information. A voluntary 10% Small Business Enterprise goal applies with no mandatory disadvantaged business enterprise participation requirement.

The scope encompasses engineering and environmental documentation, permitting, and alternatives analysis for replacing two deteriorating corrugated metal pipes (60-inch and 36-inch diameter) with a new fish-passable structure spanning Rock Creek that meets 100-year flood hydrologic conditions, plus roadway surface rebuilding. Proposers must be registered with the Municipal Research and Service Center Rosters for Clark County or submit a Letter of Interest to be added to the plan holders list. Certification Regarding Debarment, Suspension and Other Responsibility Matters is required.

The anticipated contract value is $600,000 including all extensions, with final value determined by approved funding from the Rural Arterial Program grant and local funds. The contract extends from February 10, 2027 through December 2029, with an option for two additional one-year renewals at the County's discretion. The preliminary schedule calls for 30% alternative analysis by June 2027, 50% design submittal by August 2027, permit set by October 2027, 90% plans and specifications by January 2028, and bid opening in February–March 2029 with construction beginning summer 2029.

Selection uses a two-tier evaluation with interviews of a minimum three qualifying teams. Selection committee recommendations are due November 2, 2026, and contract negotiation runs November 3, 2026 through February 9, 2027. Questions are due September 22, 2026 by 3:00 p.m., with addenda issued by September 24 if necessary. No pre-submittal meeting or site visit is planned. Proposals must include one original, four complete copies, and one electronic copy on USB flash drive submitted to Clark County's Office of Purchasing. No exceptions for late submissions are allowed.
