About this opportunity

Dunn County, Wisconsin is requesting proposals for a comprehensive bulk TV service solution for The Neighbors of Dunn County, a 137-bed skilled nursing facility, with proposals due September 15, 2026 at 2:00 p.m. local time and a mandatory pre-proposal site tour on August 26, 2026 at 10:00 a.m.

The scope encompasses purchase, installation, maintenance, and recurring monthly service for approximately 160 televisions across three separate buildings at 2901 Forbes Ave, Menomonie, Wisconsin. The facility requires 60 channels, three live-stream channels from chapel locations to dedicated TV channels, and three information channels for community events and daily schedules (combinable into one if proposed). Current service uses coaxial cable distribution from a central system per building. Vendors must submit evidence of financial soundness, provide a minimum of three references from similar government projects, disclose lawsuits filed in the past five years, and carry workers' compensation and professional liability insurance of $1 million when required.

The contract term is five years with annual price reviews and options to renew for up to two additional one-year periods upon mutual agreement. Prices are fixed throughout the initial year; subsequent annual renewal prices are subject to negotiation. The selected contractor must commence work within 45 days of contract execution. All prices and conditions remain valid for 120 days from the proposal due date.

Evaluation criteria are Background, Experience and Qualifications (15%), Technical Solution (35%), Financials (10%), and Costs (40%). Proposers must achieve at least 75 percent of maximum available points to be short-listed for cost evaluation. Vendor demonstrations are required between September 8–11, 2026. Questions are due August 28, 2026 at 4:00 p.m. Proposals must include one unbound original and three bound copies, one USB drive, and a separately sealed cost proposal envelope with itemized breakdowns for one-time equipment and installation costs and five-year service contract costs by service year. An optional separate line item for music channel services is permitted. Dunn County reserves the right to reject any or all proposals and award to the proposal deemed to best meet requirements rather than necessarily the lowest cost.
