About this opportunity

The Oregon Department of Transportation is soliciting competitive quotes under RFCQ No. 73000-00018222 for an NDAA-compliant unmanned aircraft system with LiDAR imaging and associated training, with quotes due November 12, 2026. The Request for Competitive Quote indicates no set-asides. An earlier sample contract version carried an Emerging Small Business set-aside requiring the contractor to perform at least 51 percent of labor with its own workforce, but the November 2, 2026 update does not include it.

The required system comprises a Freefly Alta X Gen2 drone with greater than 9 lbs. payload capacity and 20+ minutes flight time, a GeoCue TrueView 660 LiDAR payload with greater than 3 returns per pulse, 100-meter range, and 360-degree field of view, and a Freefly Sony ILX-LR1 61MP camera with a 24mm lens. All hardware must be NDAA compliant. Scanner precision must be 15–20 mm or less, GNSS/IMU absolute accuracy 3–5 cm or less, and the drone platform must carry an IP43 or higher water rating. Deliverables include cables, gimbals, mounting hardware, six flight batteries, a dual-battery charger, flight controller, operation manuals, and processing and acquisition software with license keys. Customer service and maintenance must be US-based with same-day in-field troubleshooting response. Training covers in-person Alta X Gen2 operation for two ODOT employees at Freefly headquarters and GeoCue TrueView 660 operation and processing for two employees at ODOT's Salem facility.

The contract is fixed-price, with the price negotiated with the successful offeror and itemized by component. Delivery is due December 28, 2026 at 800 Airport Road SE, Salem, Oregon, and the term runs through January 4, 2027 or completion of all obligations and full payment, whichever occurs sooner. Invoices are due by the 10th of each month following acceptance, with payment within 30 calendar days of receipt and 5 percent retainage. Insurance requirements are $1 million per occurrence and $2 million aggregate commercial general liability, $1 million combined single limit commercial auto liability, and workers' compensation with at least $500,000 employer's liability per accident. Manufacturer warranties transfer to ODOT at no charge. ODOT may terminate for convenience on 30 days' written notice or for cause if material breaches are not cured within 14 calendar days.

The RFCQ summary states that evaluation weighs pricing competitiveness, technical capability, and adherence to delivery and training requirements.
