About this opportunity
The North Carolina Department of Public Safety is soliciting bids for year-round lawn and grounds maintenance services at the North Carolina National Guard's Morganton Readiness Center, with bids due August 24, 2026, and a mandatory in-person site visit on August 5, 2026, at 10:00 a.m. Attendance at the site visit is mandatory; failure to attend will render a bid non-responsive.
The scope includes mowing, edging, trimming, debris and leaf removal, weed and grass control, and related landscape maintenance on facility grounds and adjoining highway right-of-ways. The contract specifies 29 scheduled service visits over 12 months (August 1, 2026–July 30, 2027), with mowing frequency of every 10 days during March through September and every 15 days during October through November. Work hours are 8:00 a.m. to 4:30 p.m. on weekdays, excluding federal and state holidays. The contractor must maintain documentation of all pesticide and herbicide applications, coordinate stormwater control and retention-pond maintenance according to specified protocols, and submit invoices with completed checklists. If work is deemed unsatisfactory, the contractor has 30 days to remedy deficiencies; additional correction visits are not separately invoiced.
Pricing must be submitted on Attachment A as price per occurrence, with separate line items for standard mowing visits (25 visits), mulch application (1 visit), leaf removal and beautification (3 visits), and fertilization and seeding as needed. Bush-hog services, if applicable, require separate pricing.
The contract runs one year with State options to renew for up to two additional one-year terms, with 30 days' notice required before renewal. The initial contract term is August 1, 2026–July 30, 2027.
Bidders must submit three customer references, financial stability certification, proof of North Carolina Secretary of State registration (required within 10 business days of award), background check information, worker location documentation, and certifications regarding federal lobbying restrictions. Written questions are due August 11, 2026, at 5:00 p.m., with responses by August 18. Bids are due via Ariba Sourcing Tool by 2:00 p.m. ET, with public opening via Microsoft Teams.
