About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting sealed bids under IFB NC27-1 for cut and pile work to remove Russian olive and tamarisk from Stewart Lake near Jensen, Utah, with bids due August 4, 2026. Participation is restricted to prequalified contractors only — vendors not currently on the State of Utah's Pre-approved/Pre-qualified Vendor list are ineligible to submit bids.
The scope encompasses 115 total acres across two treatment types: 22 acres of new tree removal and 93 acres of foliar spray re-treatment of resprouting vegetation. Work is performed by hand crews using chainsaws and brush-cutter saws, with chemical treatment of stumps (Imazapyr solution and Arsenal) and hand piling of woody debris. Contractors must furnish all equipment including chainsaws, GPS units capable of loading project areas, and herbicide chemicals. A minimum eight-person crew with a designated English-literate supervisor must operate on-site during work hours (one-half hour before sunrise to one-half hour after sunset unless extended with mutual agreement and adequate lighting). Bidding occurs on a per-acre price basis, with the final contract price derived by multiplying the per-acre bid by actual acres treated; all labor, equipment, materials, and mobilization costs are included in the bid price with no fuel surcharges permitted.
New tree removal work must be completed between September 15 and October 31, 2026; re-treatment work must be completed between September 1 and September 30, 2026. Vendors must guarantee pricing through project completion. A single contract award will be made to the lowest cost responsive and responsible vendor. Final payment is a lump-sum amount paid following final inspection upon completion of actual acres treated. Potential bidders are encouraged to inspect the site at their discretion; no mandatory site visit is required. A pre-work conference will be held at the project site prior to work commencement.
Contractors must comply with Utah Code provisions including anti-boycott actions, restrictions on forced labor products, and non-engagement with restricted foreign entities. To maintain prequalification status on the Rangeland Pre-Qualification list, vendors must sustain a minimum average performance score of 60 based on Quality of Product or Service (8 points), Timeliness of Performance (8 points), and Contract Management (4 points). Vendors scoring below 60 are removed from the prequalification list for their specific treatment and acreage category and all larger acreages within that category.
