About this opportunity

The State of Utah Division of Purchasing, in collaboration with the Division of Wildlife Resources, is seeking professional services to conduct a feasibility study for a jetty or pier fishing program at Utah Lake. This Request for Statements of Qualifications (RFSQ) aims to identify the most suitable locations for constructing a rock jetty or pier to provide safe and convenient public fishing access. The procurement will be conducted under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. Vendors are required to submit detailed statements of qualifications without including pricing information, with the highest-ranked vendor being selected to negotiate a contract. The technical evaluation will likely focus on the vendor's expertise in marine engineering, site analysis, public access design, and environmental considerations. The solicitation was posted on December 22, 2025, with a proposal due date of January 20, 2026, giving potential respondents approximately 30 days to prepare and submit their qualifications.

The procurement appears to be open to all qualified professional consulting firms with expertise in marine infrastructure and public access design, with no specific set-aside designations mentioned in the available documentation. The state will select the vendor based on their qualifications, with the intent to negotiate a contract at compensation deemed fair and reasonable. If negotiations fail with the highest-ranked vendor, the state reserves the right to proceed with the next highest-ranked respondent. While specific budget ranges are not explicitly stated, the complexity of a feasibility study for a jetty or pier fishing program suggests a moderate-scale professional services contract. The procurement documents indicate that the successful vendor will be expected to produce a comprehensive study that evaluates potential locations, assesses environmental and engineering constraints, and provides recommendations for safe and accessible public fishing infrastructure at Utah Lake.
