About this opportunity

The Colorado Department of Public Health and Environment (CDPHE) Laboratory Services Division is requesting information on a Laboratory Information Management System (LIMS) to replace the existing Newborn Screening Program system, with responses due November 2, 2026 by 2:00 p.m. Mountain Daylight Time. This is a non-binding RFI for market research; no awards will result, and a formal solicitation is anticipated in Q1 or Q2 2027 with contract award targeted for Q2 2027.

The system must support one laboratory location with 25 concurrent users and process over 70,000 newborns annually across 130,000+ unique specimens tested using ten or more methods and over 50 analytes. Key technical requirements include cloud-based, vendor-hosted and managed architecture; integration with seven primary laboratory instrument platforms including mass spectrometry and genomics sequencing (specifically Illumina/Qiagen CLC); HL7 messaging; data exchange with vital records and Colorado's Health Information Exchange (Contexture); barcode-driven inventory management with reagent traceability; and comprehensive case management, chain of custody, and customer management functionality. The system must migrate 1.5 terabytes of active data and approximately 8 terabytes of archived reports searchable within the application, support 19 years of historical patient reports, and support molecular screening for SMA/SCID testing via Ct value analysis. The vendor must be US-based with at least five years of SOC II Type II certification experience, guarantee 99.9% uptime availability, and provide documented disaster recovery and business continuity plans. Phased deployment by functional area is required.

Respondents must provide estimated costs for development, implementation, and five-year maintenance and management; project schedules for solution development and implementation; and willingness to participate in interviews or demonstrations. CDPHE seeks vendors' actual-cost proposals rather than bids constrained to a predetermined budget. Responses should be submitted as PDF, Word, or Excel documents via email to Kristi Gamble at Kristi.gamble@state.co.us. All responses are confidential until after a formal award or State determination not to proceed; pricing information and contract terms cannot be classified as confidential. The State reserves the right to have submitted information reviewed by other Colorado entities for analysis of possible options.
