About this file

This Request for Information (RFI) is issued by the Colorado Department of Public Health and Environment (CDPHE) Laboratory Services Division to conduct market research for a Laboratory Information Management System (LIMS) to support the Newborn Screening Program. The RFI seeks vendor information regarding a system capable of replacing the existing LIMS and supporting sample testing for over 130,000 newborn samples annually across more than ten different testing platforms. The system must integrate with laboratory instruments, track testing, link patient demographics, provide reporting, and track patients to diagnosis. The written inquiry deadline is October 9, 2026, with answers to inquiries published by October 15, 2026. Responses must be submitted by 2:00 p.m. Mountain Daylight Time on November 2, 2026, via email to the procurement point of contact, Kristi Gamble at Kristi.gamble@state.co.us. The RFI is non-binding, and no awards will result from this solicitation; it is intended solely for market research purposes in accordance with Colorado procurement statutes.

Respondents are requested to provide estimated costs for development, implementation, and future maintenance and management of the solution, along with project schedules indicating timing for solution development and implementation. Vendors are also asked to indicate their willingness to participate in interviews or demonstrations to be scheduled at the State's discretion through the Purchasing Agent. Responses should be submitted as PDF, Word, or Excel documents via email. All responses are considered confidential until after a formal award is made on a subsequent solicitation or the State determines it will not pursue further procurement. Respondents may request that portions of their responses be classified as confidential or proprietary trade secrets; however, pricing information and information included in any resulting contract cannot be classified as confidential. The State reserves the right to have submitted information reviewed by other entities within Colorado for analysis of possible options.
