About this opportunity
The Northwest Hills Council of Governments (NHCOG) is soliciting consulting services for a comprehensive planning and design project focused on the Naugatuck River Greenway (NRG) trail section in Harwinton, Connecticut. The procurement specifically targets a firm or consulting team to develop detailed plans for approximately one mile of trail extending from Bogue Road to the Thomaston Road Park & Ride lot, located just north of Route 118. This trail segment represents a critical continuation of the Torrington NRG project, connecting existing infrastructure and expanding regional trail networks. The primary deliverables will likely include comprehensive trail design plans, environmental impact assessments, engineering specifications, and site feasibility studies. The contract opportunity was posted on January 12, 2026, with proposals due by February 27, 2026, indicating a relatively condensed procurement timeline of approximately six weeks. Interested consultants will need to demonstrate expertise in trail design, environmental planning, civil engineering, and landscape architecture, with specific experience in greenway and multi-use trail development.
While specific set-aside designations are not explicitly detailed in the provided information, potential respondents should anticipate standard local government procurement requirements potentially favoring local or small businesses. The project's geographic scope within Harwinton and Litchfield suggests a regional focus that might prioritize Connecticut-based firms with demonstrated knowledge of local terrain and municipal infrastructure. Although no specific budget range is specified, similar greenway development projects typically range from $250,000 to $1.5 million, depending on complexity, environmental considerations, and required engineering interventions. The project's integration with existing transportation infrastructure, specifically the Thomaston Road Park & Ride lot, indicates potential coordination requirements with state transportation authorities. Consultants should be prepared to demonstrate capabilities in stakeholder engagement, municipal coordination, and navigating complex multi-jurisdictional planning processes characteristic of greenway development projects in Connecticut.
