About this opportunity

The Texas Parks and Wildlife Department is issuing an Invitation for Bid for a blanket contract to supply native prairie seeds, with bids due September 15, 2026 at 2:00 PM Central Standard Time. The contract runs September 1, 2026 through August 31, 2027, with an option for a twelve-month extension subject to written consent.

The scope includes 39 line items covering primary grass species (Big Bluestem, Little Bluestem, Switchgrass, Indian Grass) and forb species (Purple Prairie Clover, Daisy Engelmann, Butterfly Milkweed, and others). Anticipated annual usage ranges from 1 to 200 pounds per species; orders are placed on an as-needed basis with no guaranteed minimum or maximum quantities. All seed must be packaged in evenly weighted bags not exceeding fifty pounds and protected to maintain viability during transit.

Deliveries must occur within fourteen working days of order placement to the TPWD Tyler Regional Office at 11942 FM 848, Tyler, Texas 75707, or other designated TPWD office locations, between 8:00 AM and 5:00 PM Monday through Friday, with 24-hour advance notice required. Unit prices must be quoted on a Free on Board destination basis, with all shipping, handling, fuel surcharges, delivery fees, and tariffs included. Price escalation upon renewal is permitted if the vendor provides written notice prior to renewal and correlates the increase with the Producer Price Index (WPU01) published by the United States Bureau of Labor Statistics.

TPWD reserves the right to award a single contract or multiple awards based on best value considerations, including lowest price, ability and qualifications, delivery and service schedule, past performance, and life cycle costs. Bid responses remain binding for sixty business days from the bid due date. Acceptance inspection occurs upon receipt with acceptance determination within five working days. Failure to meet delivery schedules or specifications may result in TPWD purchasing goods elsewhere and charging increased costs to the defaulting contractor.

Bids may be submitted via email to purchasing.bidbox@tpwd.texas.gov, mail, or hand delivery to TPWD's Purchasing and Contracting office at 4200 Smith School Road, Austin, Texas 78744. Payment is made through state warrants within thirty days of receipt of a properly prepared invoice and acceptance of goods.
