About this opportunity

The Texas Parks and Wildlife Department is requesting bids on a blanket contract for native prairie seeds under IFB with bids due August 12, 2026 at 2:00 p.m. Central Time. The contract term runs September 1, 2026 through August 31, 2027 with potential twelve-month extension.

The scope covers fifty native grass and forb species in specified quantities. Primary grasses include Big Bluestem, Sand Bluestem, Little Bluestem varieties, Switchgrass, Indian Grass, and Lovegrass; primary forbs include Purple Prairie Clover, Maximillian Sunflower, Illinois Bundleflower, and wildflower species. Anticipated annual usage ranges from 1 pound for certain species to 200 pounds for Side Oats Grama "Haskell." Seeds must be packaged in bags not exceeding fifty pounds with protection against leakage and damage to maintain viability.

Pricing shall be quoted on a unit-price basis, FOB destination, with all costs including shipping, handling, fuel surcharges, delivery fees, and tariffs included in the unit price. TPWD reserves the right to increase or decrease quantities prior to award based on bid results and budget constraints; no minimum or maximum quantities are guaranteed per species. Price escalation may be allowed upon renewal if the vendor provides written notice prior to renewal, with adjustments correlating to the Producer Price Index (WPU01) published by the U.S. Bureau of Labor Statistics.

Delivery shall occur within fourteen working days of order placement to the TPWD Tyler Regional Office at 11942 FM 848, Tyler, Texas 75707, or other designated TPWD locations, with seeds deliverable between 8:00 a.m. and 5:00 p.m., Monday through Friday, requiring twenty-four-hour advance notice. All products are subject to acceptance inspection upon receipt, to be completed within five working days. TPWD evaluates bids on lowest price, ability and qualifications, delivery and service schedule, past performance, and life cycle costs, and reserves discretion to award on the basis of lowest line-item bid, lowest total of line items, or any other combination serving the state's best interest. Bids are binding for sixty business days from the bid due date. Submit bids via email to purchasing.bidbox@tpwd.texas.gov or by mail to the TPWD Purchasing Department.
