About this opportunity

The New Jersey Department of Transportation is requesting proposals for design-build services to upgrade six Direct Current Fast Charger stations across ten southern New Jersey counties (Mercer, Monmouth, Ocean, Burlington, Camden, Gloucester, Salem, Cumberland, Atlantic, and Cape May) under RFP DB-004 (Contract 2026-004), with proposals due October 28, 2026. The project is federally funded through the NEVI Formula Program and requires Buy America compliance and adherence to NEVI standards established by the U.S. Department of Transportation.

Each station must deliver eight ports capable of 350 kilowatts per port with both CCS1 and NACS connectors. Proposers must meet geographic distribution requirements across three designated development zones (A, B, and C), with one station required in each zone and three additional stations distributed throughout the zones. The scope includes design, installation, and five-year operations and maintenance following construction completion.

The RFP follows a two-phase process: an earlier Request for Qualifications established a shortlist, and this RFP phase involves technical proposals and price bids from shortlisted proposers. The evaluation methodology weights price at 80 percent and quality at 20 percent of the overall score. Within quality scoring, proposers must achieve a minimum of 60 quality points to remain eligible for award. Quality factors include design-build organization and process (25 points), design-build approach and technical solutions (50 points), and project schedule (25 points).

Proposers must demonstrate financial capacity, legal authority, appropriate professional engineering and design licensing in New Jersey, and compliance with prevailing wage and workforce development requirements including the Electric Vehicle Infrastructure Training Program (EVITP). An independent QAQC Engineer is required to oversee both design and construction phases and certify compliance with applicable codes. All compliant nonproprisal proposers achieving at least 60 quality points will receive a proposal stipend within approximately 120 days after contract execution. DBE subcontracting goals are not applicable under recent federal modifications.
