About this opportunity
The New Jersey Department of Transportation is requesting proposals for design-build services to develop, construct, and operate six Direct Current Fast Charger (DCFC) stations across Bergen, Warren, Hunterdon, Essex, Sussex, Somerset, Hudson, Morris, Middlesex, Union, and Passaic counties under the National Electric Vehicle Infrastructure (NEVI) Formula Program, with proposals due October 28, 2026. This is a two-phase procurement: Phase One (Request for Qualifications) established a shortlist; Phase Two is this RFP to pre-qualified proposers only.
Each station must provide a minimum of four Combined Charging System type 1 connector (CCS1) ports and four North American Charging Standard (NACS) ports, each capable of 350 kW, fully compliant with NEVI Guidance Documents, FHWA Final Rules, Buy America Build America provisions, and all federal-aid requirements. One DCFC station must be sited in each of three designated development zones (A, B, C); the remaining three stations may be located within any of the three zones. Upon NJDOT approval of construction completion, the design-builder must operate and maintain the charging stations for five years in accordance with NEVI and Department requirements.
The project requires compliance with prevailing wage rates, Electric Vehicle Infrastructure Training Program (EVITP) workforce development standards, FHWA design-build regulations (23 C.F.R. Part 636), NEPA categorical exclusion provisions, and municipal Authority Having Jurisdiction requirements. Proposers must submit site-host and property-owner certifications, utility-readiness documentation, and environmental-compliance evidence. A Quality Assurance Quality Control Plan prepared by a New Jersey-licensed Professional Engineer is mandatory. Insurance, Payment and Performance Bonds, and a Proposal Bond are required.
Evaluation employs 80 percent price weighting and 20 percent quality weighting. Quality factors include Design-Build Organization and Process (25 points), Design-Build Approach and Technical Solutions (50 points), and Project Schedule (25 points). Proposers must achieve passing ratings on all pass/fail evaluation factors and attain a minimum quality score of 60 points to be eligible for award. A Proposal Stipend is available for qualifying non-selected proposers meeting those thresholds. One-on-one meeting details and the full procurement schedule are specified in Appendix A of the Instructions to Proposers document.
