About this opportunity
The Delaware Department of Transportation (DelDOT) is requesting proposals from qualified vendors, including municipalities, to deploy, operate, and maintain public electric vehicle charging infrastructure under the U.S. Department of Transportation Federal Highway Administration National Electric Vehicle Infrastructure (NEVI) Program Round 2, with proposals due August 4, 2026.
The scope encompasses Level 2 and direct-current fast-charging (DCFC) stations at publicly accessible locations, with emphasis on two priority geographies: sites along designated alternative fuel corridors (AFCs) and areas with high concentrations of multifamily buildings (apartments, condos) and populations lacking access to private overnight charging. Eligible deployment sites include parking facilities at public buildings, schools, parks, or privately managed locations serving local communities.
Qualified vendors and municipalities are eligible to respond. The RFP prioritizes expanding public EV charging capacity statewide as part of the federal NEVI program framework.
Opportunity text
The Delaware Department of Transportation ("DelDOT") is seeking proposals from qualified vendors, including municipalities, to deploy, operate, and maintain public electric vehicle ("EV") charging in affiliation with the U.S. Department of Transportation's ("DOT") Federal Highway Administration("FHWA") National Electric Vehicle Infrastructure ("NEVI") Program. This initiative focuses on expanding public EV charging capacity. This RFP will look to expand the number of chargers located along the designated alternative fuel corridors ("AFCs"). In addition, DelDOT will award locations focused on expanding EV charging to areas of the State that have a high number of multifamily buildings (e.g., apartments and condos) and others without access to private, overnight charging. Projects will provide Level 2 and/or DC fast charging ("DCFC") stations in publicly accessible locations, such as parking facilities at public buildings, schools, parks, or privately managed sites that serve the local community. DIGITAL ACCESSIBILITY NOTICE The Delaware Department of Transportation (DelDOT) is committed to ensuring that its digital services, content, and documents are accessible to all users and is actively working to comply with applicable federal and state accessibility requirements. DelDOT continues to make improvements over time, with current efforts focused on programs, applications, content, and documents that are actively in use and available to the public. Due to the nature and complexity of certain materials, including construction plans, technical drawings, historical documents, maps, and other graphic-intensive files, some documents may not currently be fully digitally accessible or compliant with current accessibility standards. In some cases, these documents are provided for historical, reference, informational, or procurement purposes only. If you require an accessible version of a document or need assistance accessing any content, please contact DelDOT, and reasonable efforts will be made to provide the information in an accessible format upon request. DelDOT appreciates your patience and understanding as accessibility improvements continue to be implemented.
