About this opportunity
The Commonwealth of Kentucky, Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet's Department of Aviation, is issuing Request for Bid (RFB) 758 2400000691 for the procurement of one factory remanufactured Lycoming engine for a Cessna 182T aircraft (N632TK). The engine, identified by core serial number L-22078-48E with total time of 5,878.8 hours, is equipped with a McCauley Propeller Model B3D36C431/80VSA-1 and must be delivered to the Capital City Airport Division at 84 Airport Road, Building 404, Frankfort, Kentucky 40601. The procurement does not include installation services, and propellers will be sent out separately for overhaul under a different process. Vendors must submit written questions by May 21, 2024, at 10:00 AM ET, with bids due by May 28, 2024, at 1:30 PM ET through the Kentucky eProcurement system only; paper bids are not acceptable. The award will be made on a best value basis using weighted evaluation criteria of 90 points for price and 10 points for delivery time in working days, with the lowest-priced bidder receiving maximum points and other bids scored proportionally. All proposed pricing must remain valid for a minimum of 60 calendar days following the bid due date. Vendors must be registered in the Commonwealth eProcurement System at least 24-48 hours prior to submission and are required to provide Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth named as additional insured.
Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states that provide preference to their own residents, and qualified bidders may receive additional preference points pursuant to Kentucky Administrative Regulation 200 KAR 5:410. All bidders must submit notarized affidavits confirming compliance with Kentucky campaign finance laws and, for resident bidders, must verify authorization to conduct business in Kentucky and provide evidence of corporate income tax filings, unemployment insurance fund payments, and workers' compensation policies for the year preceding contract advertisement. The Commonwealth reserves the right to deem any vendor ineligible for failure to comply with solicitation provisions and terms and conditions. All quotations must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all shipping costs to the delivery location. Failure to meet contracted delivery dates will result in a one percent daily deduction from invoices. No specific budget amount or award value is disclosed in the solicitation documents, but interested vendors should contact Stephanie Durr at 502-564-6521 for additional information regarding the procurement.
