About this opportunity

The North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation, is requesting sealed proposals for water system improvements at Stone Mountain State Park in Roaring Gap, Surry County, with proposals due June 23, 2026, and a mandatory pre-bid meeting on June 2, 2026.

The scope includes removal of an existing 2,000-gallon hydropneumatic tank and replacement with a 4,000-gallon unit, installation of a new water supply well, and associated plumbing and electrical improvements. General contractors must hold an Unlimited License classification under North Carolina General Statutes Chapter 87.

Bids are solicited on a single prime, lump sum basis. A bid deposit or bond equal to 5 percent of the proposal amount is required; successful bidders must provide performance and payment bonds for 100 percent of the contract price. Payment will be made based on 95 percent of monthly estimates, with final payment upon completion and acceptance of work.

Bidders must submit the Identification of Minority Business Participation form with their proposals, along with applicable affidavits; failure to complete these forms results in bid rejection. No bid may be withdrawn for 30 days after the scheduled closing time.

Sealed proposals are due at 2:00 p.m. on June 23, 2026, at the park office, 3042 Frank Pkway, Roaring Gap, NC 28668. The mandatory pre-bid meeting is scheduled for June 2, 2026, at 2:00 p.m. at the same location. Complete plans, specifications, and contract documents are available for inspection at Finch & Associates in Raleigh and through Duncan Parnell and East Coast Digital Minority Plan Rooms in Greenville. The project designer is Finch & Associates, and the owner representative is Randy Ayers, North Carolina Division of Parks and Recreation.
