The scope includes MX908-c handheld mass spectrometers with 5-year warranty, on-site training for up to 10 students, and accessories (Core Clear Charge Station, Chemical Training Kit, Foam-Tipped Applicator Swabs, Trace Sampling Swabs). Equipment must identify drugs, precursor compounds, fentanyl-based compounds, chemical warfare agents, fourth-generation agents, and explosives; provide real-time concentration estimates for chemical warfare agents; and support user-applied library updates. Third-party performance testing is required to validate the spectrometer's performance against the specified threat categories.

This is a requirements contract for materials ordered on an as-needed basis through purchase orders; estimated expenditures and exact quantities are not available. The contract term is twelve months from award with options to renew for up to four additional one-year periods at the City's sole discretion, plus the possibility of extending up to three months at the beginning of each renewal period.

All bidders must enroll in the City's Annual Bid Security Program (non-refundable $100 fee) and submit a $25 non-refundable Bid Processing Fee per quote. LBE-certified sellers claiming the local preference must certify they or their subcontractors will perform at least 51% of work within Philadelphia and maintain a majority of inventory or equipment within the City. Failure to comply may result in certification revocation, liquidated damages of 10% of contract amount, and debarment for up to three years.

Sellers must submit a signed Consent and Authorization Agreement, Seller Customer References Form, and Seller Contact Form through PHLContracts by the bid deadline. No pre-bid meeting or site inspection is required. Amendment 1 was posted August 12, 2026.
