About this opportunity
The Martha's Vineyard Airport Commission is seeking qualified parties to submit Qualifications Statements and Salary Requirements for On-Call General Airport Architectural, Engineering, and Planning Consulting Services. The selected consultant(s) will provide a variety of services including program management, airport planning and environmental services, environmental remediation, architectural/engineering design, bidding and negotiation, construction inspection, construction management, business planning, specialized services, and miscellaneous architectural, engineering and planning services. The contract term is for 3 years, with options to renew for up to 2 additional 1-year terms. Responses are due by October 8, 2021 at 1:00 PM, and an optional pre-submittal meeting will be held on September 15, 2021. The Commission has authorized a not-to-exceed amount of $3,000,000 to compensate the selected consultant(s), who will be paid using either a cost-plus-fixed-fee method or a lump sum method. Funding for the projects is anticipated to come from the Airport Improvement Program, Passenger Facility Charges, and other appropriate sources.
The RFQ specifies a Disadvantaged Business Enterprise (DBE) goal of 2.5% to 5%, and DBE participation will be weighted in the review process. The Airport Commission reserves the right to employ other consultants and to stop assigning projects to the selected consultant(s) at any time. An Addendum to the RFQ provides responses to questions from potential consultants, clarifying the required submission materials and the Airport's existing Passenger Facility Charge program. The Airport's planned Capital Improvement Plan projects for 2022 include airfield pavement rehabilitation, breathing apparatus gear, and a wastewater treatment plant upgrade.
