About this opportunity

The State of Maine Division of Purchases is soliciting bids for the MVT-1 Certificate of Title — design, development, and implementation of a standardized motor vehicle title certificate system compliant with Maine's motor vehicle registration and titling procedures — with bids due September 25, 2007.

The scope encompasses certificate production with specified anti-counterfeiting measures, barcode or magnetic stripe data encoding, and integration with Maine's existing motor vehicle database. The certificate format is one-part, 8.5" × 11" cut sheet printed on both sides on 60-pound offset white 100% wood pulp fiber paper with cylinder mold watermark, visible and invisible security fibers, and embedded security thread. Production must include high-resolution border designs in brown and magenta, fluorescent and erasure-sensitive inks, and three reduced lines of micro text readable only under magnification. Sequential master control numbers with prefix letter and seven digits must be printed in red ink in the lower right corner; vendors guarantee no missing or duplicate numbers and perform quarterly inventory audits.

The initial delivery must include 125,000 forms by November 1, 2007, with remaining forms delivered in three-month intervals thereafter. Delivery is to the Title Section at the Bureau of Motor Vehicles, 101 Hospital Street, Augusta, Maine, between 8 a.m. and 4 p.m. on weekdays, with two days' advance notice required. Contract term is one year with an option to renew for a second year; price increase in the renewal year may not exceed 10% of the existing contract price. Vendors must submit proposed price escalation notices in writing no later than sixty days prior to contract expiration. Pricing includes all costs for proper execution and delivery, FOB destination and inside delivery, with prices firm for twelve months.

All production must occur under strict security conditions with secure storage of work in progress and plates in ultrasonically protected vaults. All camera copies, negatives, and artwork become State property and must be returned within five days of order completion. Awards will be made to the lowest responsible bidder considering best value, with evaluation criteria including quality, conformity with specifications, delivery dates, and cost. In-state bidder preference applies.
