About this opportunity

The Town of Fairplay, Colorado is seeking a contractor to provide comprehensive operations, maintenance, and management (ORC) services for its municipal water and wastewater treatment facilities and reclaimed water irrigation system. The Request for Proposal (RFP) is soliciting qualified firms to manage a 0.5 MGD water treatment plant with cartridge filtration and a 0.3 MGD wastewater treatment facility using integrated fixed-film activated sludge technology. Proposers must demonstrate expertise in Colorado Department of Public Health & Environment regulations, have certified operators with specific licensing requirements, and be capable of delivering 24/7 continuous operational services. The procurement will evaluate proposals based on technical competence, personnel qualifications, firm experience, and overall service capabilities, not solely on price. Key procurement dates include a mandatory pre-bid meeting and site evaluation on October 16, 2024, with questions due by October 18, 2024, and proposals due by 12:00 PM on November 15, 2024. The initial contract term is from January 1, 2025, through December 31, 2025, with options for three additional consecutive one-year renewals. Contractors will be responsible for all operational staff, maintenance, laboratory testing, sampling programs, reporting, and emergency response.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The selected contractor will be expected to work closely with town administration to optimize facility performance and reduce operational risks, with the town retaining responsibility for capital expenditures and utility costs. No incumbent vendor information is provided in the procurement documents. The contractor will be responsible for providing all operational personnel, equipment, and maintenance resources necessary to meet the town's water and wastewater treatment needs. While specific budget ranges are not explicitly stated, the comprehensive nature of the services suggests a substantial annual contract value that would cover full operational management of the water and wastewater treatment infrastructure. The procurement emphasizes the town's intent to establish a long-term, collaborative relationship with a highly qualified operations and maintenance partner capable of ensuring consistent, high-quality municipal utility services.
