About this opportunity
The City of Livonia Parks and Recreation Department is requesting quotes for water quality monitoring services at municipal swimming pools, with proposals due August 25, 2026 at 12:00 p.m. Respondents must maintain accreditation with both the Wayne County Health Department and the State of Michigan — the mandatory eligibility filter.
The scope covers sample collection and analysis at four facility locations over a 12-month period from December 1, 2026 through November 30, 2027. The Livonia Community Recreation Center requires 14 collections each for indoor lap pool, leisure pool, and spa, and 5 collections for indoor splash pad. Botsford Pool requires 5 collections for outdoor lap pool. Clements Circle Splash Park requires 5 collections each for outdoor lap pool and leisure pool. Shelden Park requires 5 collections for outdoor splash pad. Outdoor facilities are sampled only during a three-month period. All analysis must follow State of Michigan and Wayne County Health Department guidelines, including testing for total coliform bacteria, pathogenic organisms, and heterotrophic plate count. Sample results must be submitted to both the City of Livonia Aquatics Coordinator and the Wayne County Health Department.
Cost proposals must itemize fees per sample and total cost for the contract term, covering sample collection, analysis, and submission to Wayne County Health Department. The City reserves the right to cancel service if any pools become non-operational. The specific collection schedule will be coordinated after contract award. Questions are directed to Rebecca Burnard, Aquatic Coordinator, at (734) 466-2925 or rburnard@livonia.gov.
