About this opportunity

The City of New Haven is requesting proposals from currently appointed Connecticut state marshals for inclusion on the City's annual Municipal Marshals List, with proposals due October 13, 2026. The Purchasing Agent may select up to fifteen qualified marshals to provide service of process; selection does not guarantee any minimum number of assignments or compensation.

Eligibility is restricted to currently appointed Connecticut state marshals. This is a critical filter: proposers must hold active state marshal credentials and appear on the current Connecticut Marshal List (as of August 2026, over 150 marshals are appointed statewide, with approximately 40 in New Haven County).

Services include delivery of subpoenas, summonses, complaints, writs, executions, foreclosure documents, municipal personal-property tax warrants, and building, housing, health, and zoning notices to City departments, agencies, boards, commissions, and authorized parties. Assignments may require travel and service outside the City of New Haven when legally authorized.

Compensation is assignment-based and strictly regulated. All fees, mileage, and reimbursable expenses must comply with Connecticut General Statutes 52-261 and 12-162, the City's municipal marshal fee schedule, and applicable law. Proposers may offer lawful fees below applicable statutory maximums but are prohibited from charging unauthorized flat fees, emergency premiums, administrative charges, or amounts exceeding statutory limits.

The procurement is governed by Article XIII, Sections 2-891 through 2-899 of the New Haven Code of Ordinances. Selected marshals must comply with the City's Standard Form of Agreement and Standard Terms and Conditions, which incorporate Connecticut Fair Employment Practices Act requirements, Executive Orders 11246 and 11375, and the City's Equal Employment Opportunity and Contract Compliance Ordinances. The City reserves audit rights over contractor books and records for twelve months following contract termination. All reports, information, and data prepared under the contract are deemed confidential and require prior written City approval for disclosure.
