About this opportunity
The Town of Simsbury, Connecticut, is soliciting proposals for Municipal Building Roof Evaluation Services, 2026, with an optional pre-proposal conference at Eno Memorial Hall on November 3, 2026 at 10:00 a.m. and proposals due November 19, 2026 at 10:00 a.m. No set-aside or preference program applies, and all vendors are eligible to respond.
Roofing consultants will inspect and assess the roofing systems at Town Hall (933 Hopmeadow Street), Eno Memorial Hall (754 Hopmeadow Street), and Simsbury Public Library (725 Hopmeadow Street). Work documents each roof's general condition, maintenance and repair needs, and estimated remaining useful life. The written report must include photographs of significant conditions, identified deficiencies and recommended repairs, replacement timeframes, assumptions and limitations, and rough-order-of-magnitude costs organized as Immediate, 1-3 Years, 3-5 Years, and 5+ Years. The Eno Hall replacement estimate assumes a new asphalt shingle roof rather than slate-in-kind replacement. Place of performance is Simsbury, Connecticut, in Hartford County.
The consultant must carry workers' compensation, public liability coverage of $1,000,000 per occurrence, automobile liability, and $5,000,000 in excess liability, naming the Town as additional insured. Connecticut prevailing wage rates apply if contract value exceeds $1,000,000 for new construction or $100,000 for renovations. Performance and payment bonds are not required. The Town will award to the lowest responsible consultant determined to be qualified and competent. Proposals must be submitted in sealed envelopes to Amy Merriweather, Director of Finance, remain valid for ninety days after opening, and work begins within ten calendar days of the Notice to Proceed. The awardee must submit a W-9 before starting work.
Vendor questions are accepted through November 12, 2026 at 11:45 p.m. EST. The solicitation contact is Chris Petron, Town of Simsbury, 66 Town Forest Road, Simsbury, CT 06070; telephone 860-658-3222; email CPetron@simsbury-ct.gov.
