The awardee must be a Wisconsin Department of Transportation approved professional engineering firm. The contractor must complete all individual bridge inspections, enter reports into the HSIS database, update structure inventory and assessment forms using New SNBI elements, and submit summary reports to Dane County and each municipality by December 15, 2026 and 2027 respectively. Failure to submit HSIS reports within 30 days of the due date or summary reports by the specified dates incurs $100 per day penalties.

The contract term runs from execution through December 31, 2027, with no optional renewal periods. All pricing is fixed for the contract term and must be inclusive of labor, materials, equipment, shipping, and other costs.

Evaluation criteria total 104 points: Firm Description & Relevant Experience (20 points), Project Team, Roles & Resumes (20 points), Project Understanding & Approach (30 points), Project Schedule (10 points), Scope and Requirements Compliance (10 points), Cost (10 points), and Local Vendor Preference (5 points). Cost proposals will be scored quantitatively, awarding the most points to the lowest cost submission.

Prior to contract execution, the contractor must provide Commercial General Liability insurance of at least $1 million per occurrence, Commercial/Business Automobile Liability of at least $1 million per occurrence, Environmental Impairment Liability of at least $1 million per occurrence, and Wisconsin statutory Workers' Compensation insurance.
