About this opportunity

The Town of Fairplay, Colorado, located in Pitkin County, is soliciting proposals for Municipal Attorney Services through Request for Proposal (RFP) No. 2024-003, seeking a qualified legal professional to provide comprehensive general legal services for the municipality. The scope of services encompasses attending town board and commission meetings, reviewing and preparing municipal documents like ordinances and agreements, advising on land use, historic preservation, licensing matters, and enforcing town ordinances. Key deliverables include legal counsel on personnel matters, monitoring legislative changes, providing legal advice and training to town leadership and departments, and representing the town at local, state, and federal levels. The procurement is structured for an initial one-year contract term from January 1, 2025 to December 31, 2025, with potential renewals for up to three additional one-year terms. Proposals are due on October 25, 2024 at 12 noon MST, with selection criteria based not solely on price but on proposer qualifications, service capabilities, references, and overall ability to meet municipal legal needs.

The RFP does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Proposers must provide proof of various insurance coverages, including professional liability insurance of at least $1,000,000 per claim, workers' compensation insurance, general liability insurance with $1,000,000 per occurrence, and comprehensive automobile liability insurance. While no incumbent vendor is explicitly mentioned, the town reserves the right to modify the procurement timeline and reject any proposals, selecting the proposer deemed most qualified. Proposers are required to submit an electronic proposal and complete certification documents verifying legal work status and employment eligibility. Though a specific budget range is not provided, the comprehensive nature of the legal services suggests a substantial annual contract value commensurate with the extensive municipal legal support required, likely in the range of $100,000 to $250,000 annually depending on the town's size and legal complexity.
