About this opportunity

The Township of Middletown, New Jersey is requesting bids on curbside leaf collection services for zones G, H, I, J, K, and L under a contract period spanning 2026–2028, with proposals due September 17, 2026 at 10:00 AM and questions due September 9, 2026 at 4:00 PM. Multiple awards are anticipated, with separate contractors potentially assigned to different zones.

The scope covers collection of leaves from all streets within each zone, placed in public rights-of-way by residents. Leaves must be removed from paved roadways and from areas up to 10 feet behind the curbline or edge of pavement, with all piles completely removed and areas left clean and substantially free of leaves. Collected leaves are delivered to the Township Leaf Compost Site (Belford Compost Site) at the end of Center Avenue in Belford, with access limited to the entrance adjacent to the Belford Ferry Terminal parking lot. Disposal slips must be completed per NJDEP regulations. While a front-end loader with claw attachment is recommended, other similar equipment is acceptable if the contractor guarantees completion within contract timeframes. All leaves are loaded mechanically using equipment such as leaf blowers, front-end loaders, backhoes, or bobcat loaders, and transported in garbage trucks/packer trucks, tandem dump trucks with tarps, or similar vehicles. All machines must operate on rubber tires.

The initial work period runs November 30, 2026 through December 23, 2026, with similar timeframes for subsequent years. The collection order and schedule will be determined by the Director of Public Works by November 1 each year. Contractors submit lump-sum bids per zone. Liquidated damages of $500 per day apply for failure to complete each zone within contract timeframes, except for extenuating circumstances such as significant snowfall exceeding three inches, police emergencies, or unforeseen construction projects. Contractors may bid only on zones they can service within specified timeframes.

Bidders must provide Statement of Ownership Disclosure, Non-Collusion Affidavit, Affirmative Action documentation, Business Registration Certificate, Equipment Certification listing, proof of experience, and W-9 form. Commercial General Liability and Automobile Liability insurance of $1,000,000 combined single limits and Workers Compensation coverage are required. All work must comply with New Jersey prevailing wage laws and ADA requirements. Payment is made upon voucher submission and Director approval at the completion of each season. Electronic bid submissions are required through the OpenGov procurement portal.
