About this opportunity
Portland Public Schools, School District No. 1J (Multnomah County, Oregon) is requesting bids on electronic security system upgrades at Franklin, Roosevelt, and McDaniel High Schools under ITB 2026-043, with bids due November 17, 2026 at 2:00 p.m. and mandatory pre-bid meetings at all three sites October 28–30, 2026 at 10:00 a.m. Kantech Global Edition certification is a mandatory qualification filter — the contractor and all technicians must hold current Kantech Global Edition certification and Kantech Global Dealer certification within Oregon, with locally-based full-time certified technicians required.
The scope covers reconfiguration and upgrade of existing access control systems to Kantech equipment, including new access control hardware, egress annunciation at ground-level exterior doors, integration with existing door-override functionality and intrusion alarm systems, network infrastructure (cabling, managed switches, VLAN connections, enclosures), power supplies, seismic restraints, labeling, testing, commissioning, and full closeout documentation. The contractor must supply all materials, labor, equipment, and programming; submit shop drawings within ten business days of award and a complete construction schedule within seven days; and maintain the system throughout the project with any planned outages coordinated at least two weeks in advance. A one-year warranty on parts, labor, software, firmware, and installation is required, with costs for extending manufacturer warranties borne by the contractor. The contractor must be currently Oregon-licensed with the Construction Contractors Board and hold current Oregon security contractor licensing.
The contract is subject to prevailing wage requirements (rates effective September 3, 2026) and Portland Public Schools' Equity in Public Purchasing and Contracting Policy. If the contract value equals or exceeds $1 million, career learning requirements apply: the Prime Contractor must offer a minimum of four educational opportunities annually to District students with orientations and monthly check-in meetings; workforce equity protocols require 20% apprentice labor hours in apprenticeable trades (state-registered) and aspirational goals of 25% minority and 14% female hours; and aspirational 18% Certified Business utilization applies. Weekly certified payroll and apprenticeship compliance reporting to the City's Labor Compliance Reporting System is mandatory. All contractor personnel with potential unsupervised student contact must pass fingerprint-based criminal history verification at $94.50 per person. First-tier subcontractor disclosure is required for subcontracts equal to or exceeding five percent of bid or $15,000 (whichever greater) or $350,000 regardless of percentage. Performance and payment bonds equal to 100% of contract value, payable within 30 days of invoice approval (less 5% retainage), are required. Bid security of ten percent must be submitted as a bid bond, irrevocable letter of credit, or certified check. The anticipated work start date is January 13, 2027.
