About this file
This is a technical specification document issued by Portland Public Schools (PPS) for electronic security system upgrades at three high schools: Franklin, Roosevelt, and McDaniel. The project, numbered 30255367, involves upgrades and replacements to Division 28 security systems, specifically focusing on access control system enhancements using Kantech equipment. The scope includes installation of new access control hardware, integration with existing systems, installation of an egress annunciation system at ground-level exterior doors, and coordination with existing door override systems and intrusion alarm integration. The specification requires contractors to supply all materials, labor, equipment, programming, commissioning, installation, and testing to create complete operational systems. Shop drawings must be submitted within ten business days after contract award, and the contractor must submit a complete construction schedule within seven days of award. The specification document contains detailed requirements across three sections: Project Overview and Administration (Section 28 00 00), Common Work Results for Electronic Security (Section 28 05 00), and Access Control System specifications (Section 28 13 00), along with appendices for physical security standards, device schedules, and drawing packages.
The specification mandates that all contractors be currently manufacturer-certified on Kantech products with Kantech Global Edition certification and possess current Oregon security contractor licensing. Contractors must have a minimum of five years' experience supplying and installing similar Division 28 equipment and provide references with contact information. All products must be sourced through manufacturers' authorized distribution channels, with contractors required to provide proof of Value-Added Reseller (VAR) status. The contractor bears responsibility for all permitting, inspection fees, and taxes and must maintain system functionality throughout the project by coordinating any planned outages at least two weeks in advance. The contract includes a one-year warranty on parts and labor for all supplied products, software, firmware, and installation work, with costs for extending manufacturer warranties to meet specified terms borne by the contractor. Operations and maintenance manuals, as-built drawings, training delivery, and comprehensive documentation are required at substantial completion, with a $5,000 holdback released upon approval of all Operations and Maintenance Manuals. The contractor must provide training using a "train-the-trainer" approach for multiple user groups and coordinate with PPS throughout the project, including regular weekly conference calls once work is underway.
