About this opportunity

The Illinois Department of Military Affairs is soliciting proposals for an Integrated Natural Resources Management Plan (INRMP) consultant for the Marseilles Training Area in Marseilles, Illinois, with proposals due August 4, 2026. This solicitation is open to all vendors in BidBuy and carries no set-asides or local-vendor preferences.

The scope requires updating the existing 2016 INRMP for the 2,250-acre Marseilles Training Center in LaSalle County by revising and reformatting it according to the current Army National Guard INRMP Template while incorporating new resource data and management information. The consultant must deliver five progressively refined INRMP versions (internal draft, preliminary draft, draft, draft final, and final), meeting summaries, and correspondence documentation. All deliverables must be provided in hardbound copies and electronic formats (Microsoft Word and PDF), with maps and graphics in ArcPRO GIS format. The consultant must conduct a mandatory kick-off meeting and site visit at the training center and participate in an in-progress review teleconference. Coordination with the U.S. Fish and Wildlife Service and Illinois Department of Natural Resources is required. Monthly progress reports are mandatory throughout the contract period. The consultant is not responsible for conducting new environmental surveys, NEPA analysis, or generating GIS data deliverables; the ILARNG will provide all necessary baseline studies, data, documents, and GIS files. The total performance period is approximately 13 months from contract initiation through final INRMP completion and National Guard Bureau approval.

Vendors must comply with 34 mandatory Illinois certifications covering legal entity status, felony convictions, tax obligations, equal employment opportunity compliance, drug-free workplace standards, domestic product preferences, cybersecurity compliance, forced labor prohibitions, and political contribution restrictions. These certifications apply to all subcontractors and must be maintained throughout the contract term. Contracts exceeding one year require annual recertifications by January 1 of each subsequent fiscal year. Confidentiality of all submittals is required, with information released only with written Contracting Officer approval. The ILARNG Point of Contact is MAJ Amanda Emerson at the Illinois Department of Military Affairs, Springfield, Illinois.
