About this opportunity

The Minnesota State Patrol is conducting a formal solicitation for the procurement of two untrained, dual-purpose detection canines, specifically seeking European-imported Belgian Malinois or an approved equivalent. The procurement requires canines that are 12-36 months old, weighing 40-60 pounds, and available for testing during the week of May 26-29, 2025. The solicitation covers both the canines and accompanying equipment, including leather waist leads, collars, and a kennel. Vendors must provide a minimum of 20 canines for selection, with the State reserving the right to make final determinations on approved equivalents. The canines must be intact, fully vaccinated, microchipped, and capable of passing a comprehensive selection test conducted by a Minnesota State Patrol Canine Trainer. The bid event is open from April 24, 2025, to May 2, 2025, with electronic submissions required through the SWIFT Supplier Portal, and responses must comply with all solicitation requirements to avoid rejection.

The procurement emphasizes diversity and inclusion, offering preferences for Minnesota-based small businesses, businesses majority owned by racial minorities, women, persons with substantial physical disabilities, veterans, and businesses located in economically disadvantaged counties. Vendors can potentially receive up to a 12% preference for veteran-owned businesses, applicable to the first $2,000,000 of bids. The contract term is anticipated to run from May 12, 2025, to May 12, 2026, with the option to extend for an additional 12 months. While the estimated total contract value ranges from $16,000 to $18,000, the State reserves the right to award items separately or in groups, whichever is most advantageous. Suppliers must be registered as both bidders and suppliers, with potential support available through the SWIFT Contractor Assistance Helpdesk. The State will award the contract to the lowest responsible bidder meeting all specifications and terms, with a commitment to evaluating responses holistically and maintaining flexibility in the procurement process.
