About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for printing services to produce a Spanish-language Family Preparedness Guide, with bids due August 13, 2026. Only prequalified vendors with the State of Michigan Print & Mail Management (PMM) program are eligible to bid; pre-qualification requires approximately one week.

The scope is 600 copies of a 52-page self-cover booklet (5" × 8" upright format) printed on 80# Gloss Enamel Text stock with 4-color process on both sides and bleeds. Bindery includes trimming, folding, and saddle stitching, with finished products packed in bundles of 25 per carton (not exceeding 40 pounds), then palletized on 4-way skids. The state will provide an electronic file; vendors must submit a PDF proof for state approval prior to production. All bids must include detailed quote letters; omission results in automatic disqualification. All deliverables become state property upon delivery.

Shipping is F.O.B. Destination prepaid to 7461 Crowner Drive, Lansing, Michigan 48913. Pallets must meet strict dimensional requirements (44–48 inches length, 36–48 inches width, 5'6" maximum height including pallet, 4,000 pounds maximum gross weight). The state will not accept underruns; overruns are the vendor's responsibility. Invoices are submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system.

The state awards contracts based on best price and value rather than lowest bid alone and reserves the right to reject bids from vendors with past quality concerns or inability to meet specifications. The state inspects and accepts deliverables within 30 calendar days, with the right to reject non-conforming items or demand corrections at vendor expense. Undisputed invoices are payable within 45 calendar days of receipt or final acceptance, whichever is later.

Contact Andrew Hale at 517-636-0092 or halea3@michigan.gov for pre-qualification inquiries.
