About this opportunity
Orange County, Florida is seeking sealed offers for MSBU Retention Pond Aquatic Weed Control services through the Stormwater Management Division, specifically Invitation for Bid (IFB) Y24-1085. The procurement targets aquatic weed control across four geographic lots: Three Points Area, Bithlo/Goldenrod/John Young Areas, Apopka/Zelwood/West Orange Areas, and Taft Area, with annual treatment quantities ranging from 2,200 to 4,700 acres. Bidders must be licensed pest control applicators certified in aquatic pest control, capable of performing up to twelve aquatic weed control spraying cycles using chemical treatments to control emergent and submersed vascular plants and algae. The contractor will be required to provide comprehensive equipment including 4x4 pickup trucks, airboats, motorboats, all-terrain vehicles, and specialized herbicide application equipment. Key submission requirements include electronic submission through the ProcureNow OpenGov e-Procurement Platform by June 13, 2024 at 4:00 pm EST, with questions accepted until May 28, 2024 at 5:00 pm EST. Evaluation will be conducted on an estimated total basis, with the county reserving the right to award no more than two lots to the lowest responsive and responsible bidder.
The contract is structured with a twelve-month base term and options to extend for two additional twelve-month periods, potentially creating a thirty-six-month total contract duration. While no specific set-aside designations are mentioned, bidders must demonstrate significant experience by providing references showing treatment of a minimum of 5,000 acres annually. Insurance requirements are comprehensive, including commercial general liability, automobile liability, workers' compensation, pesticide herbicide application liability, and pollution liability. Contractors must use EPA-approved herbicides, notify residents five calendar days prior to work, and maintain detailed application records. Though specific budget ranges are not explicitly stated, the solicitation includes unit pricing line items for base year and two option year aquatic herbicide treatments, with additional treatment quantities available for each lot. The county maintains flexibility in contract administration, reserving the right to terminate for default or convenience and potentially escalating unresolved performance issues to the Procurement Division.
