About this opportunity
Hillsborough County is announcing a sole-source procurement for five-year maintenance and repair services on MSA Self-Contained Breathing Apparatus (SCBA) equipment for Ten-8 Fire and Safety LLC at an estimated cost of $778,185, with a challenge deadline of June 29, 2026. This procurement is being made under Section 3-205(2)(e) of the County's Procurement Policy based on Ten-8's status as the sole authorized distributor and CARE-certified MSA SCBA repair center for the municipal fire service market in Hillsborough County. Per the manufacturer's authorization letter, MSA imposes exclusive qualification requirements on its distributors that Ten-8 meets uniquely within the County's jurisdiction.
The scope encompasses certified inspection, preventive maintenance, repairs, and documentation of MSA SCBA equipment and accessories in accordance with manufacturer specifications to support critical life safety operations. Services are designed to ensure equipment reliability, safety, and warranty compliance.
The contract term runs from October 1, 2026, through September 30, 2031. Ten-8 is providing government pricing with labor, flat fees, and parts discounted 15% off MSA list pricing, held firm throughout the contract term; list prices will be updated at least annually when MSA publishes new pricing. The County states that Hillsborough County receives pricing discounted beyond that offered to any other Florida department. The County reserves the right to extend the contract term, adjust scope in response to changing conditions, and increase the award accordingly.
This notice of intent is not a competitive solicitation. Contractors able and interested in providing all identified proprietary parts, goods, and services must submit clear and convincing information challenging the intended award by June 29, 2026, through EUNA Procurement. The County will review properly submitted challenges to determine whether bona fide competition exists and whether to conduct a competitive solicitation. Absent challenges, award will likely follow the close date.
