About this opportunity

Hillsborough County Fire Rescue is conducting a sole source procurement for MSA SCBA (self-contained breathing apparatus) accessories and replacement components through TEN-8 FIRE & SAFETY LLC, the sole manufacturer-authorized representative for MSA equipment in the county. The procurement encompasses proprietary MSA SCBA parts and accessories required to support the county's exclusive use of MSA self-contained breathing apparatuses, with the contract term extending through April 15th, 2027 and an estimated total cost of $61,574.00. The county reserves the right to extend the contract period, adjust the scope of services in response to changing conditions and updated requirements, and increase the award accordingly. This procurement is being conducted in accordance with Section 3-205(2)(a) of the County's Procurement Policy, which permits sole source awards when components are proprietary to their manufacturers and lack interchangeability across brands. The county has established a challenge period with a close date of May 20, 2026, during which contractors able and interested in providing all identified proprietary SCBA parts and accessories must submit clear and convincing information to support a challenge to the intended award through the EUNA Procurement system. The county will review any properly submitted challenges to determine whether bona fide competition exists and whether to convert this procurement to a competitive solicitation; absent any challenges, an award will likely be made after the close date.

This is a sole source procurement, not a competitive bidding opportunity, which restricts participation to TEN-8 FIRE & SAFETY LLC unless a successful challenge to the intended award is submitted by the May 20, 2026 deadline. TEN-8 FIRE & SAFETY LLC is identified as the exclusive authorized distributor and the only CARE-certified MSA SCBA repair center in the region, with MSA Safety confirming their sole authorized distributor status for the municipal fire service market in Hillsborough County. No set-aside designations for disadvantaged enterprises or other restricted categories are indicated in the procurement documents. The estimated award value for this sole source procurement is $61,574.00, with the contract extending through April 15th, 2027. Interested parties seeking to challenge this sole source designation must demonstrate their capability to provide all identified proprietary MSA components and submit their response through EUNA Procurement by May 20, 2026.
